My kids love making tape cut-outs. This activity is easily modified for just about any holiday or occasion. Just freehand or print out the outline of your motif, let the kids decorate with strips of tape, and then cut it out! We have done this in pumpkin shapes for Halloween and now with shamrocks for St. Patrick's Day. It would work well for birthday cards in the shape of the number as well!
What type of tape should you use? The best tape is going to be colorful and relatively thin. We picked up a bag of washi/scrap booking tape leftovers that ranged from just under half an inch to just over an inch wide (something like this or this). These work really well because they are thin and easy to reposition. Patterned masking tape would work as well.
Older kids can cut the tape strips and the final shape themselves. Younger kids can practice with help, or you can just hand them strips of tape to use:
